A rural state highway for the most part, Florida 89 spurs from Milton northwards into the Blackwater River State Forest to Jay. The highway shares pavement with Florida 87 a short distance north as short distance after beginning. The two highways split north of Milton. Santa Rosa County 89 is posted east of the Blackwater River in Milton from U.S. 90/Florida 87 southward to Interstate 10.

Entering the Santa Rosa County seat of Milton on U.S. 90 eastbound. The four-lane divided highway succumbs to heavy commercial strip development between Florida 281 and the merge with Florida 87 (Stewart Street) on the western edge of town. Dogwood Drive consists of a three-lane boulevard through Milton to its merge with Florida 87 (Stewart Street).
